The cable offering could include both video and telephone services and the Journal reported that Google had been discussing proposals with companies including Disney and Discovery Communications.
Despite an increase in competition that the move could create, it could also present an interesting scenario. The U.S. government is still concerned with the tech giant over antitrust concerns.
Google previously made a big leap into the area of video services by purchasing YouTube in 2006.
